Exam Overview
The CTEL is developed and administered for the California Commission on Teacher Credentialing (CTC) by the Evaluation Systems group of Pearson. It has three independently scored subtests. You may take them one at a time or all together, and you pass each subtest separately.
| Subtest | Domains | Items | Testing Time |
|---|---|---|---|
| CTEL 1 (031): Language and Language Development | 1. Language Structure and Use · 2. Additive-Language Development | 50 multiple-choice + 1 essay | 1 hour 45 minutes |
| CTEL 2 (032): Assessment and Instruction | 3. Assessment of ELs · 4. Foundations of ELD and Content Instruction · 5. Approaches and Methods | 60 multiple-choice + 2 essays | 2 hours 45 minutes |
| CTEL 3 (033): Culture and Inclusion | 6. Culture and Cultural Diversity and Their Relationship to Academic Achievement · 7. Culturally Inclusive Instruction | 40 multiple-choice + 1 essay | 1 hour 30 minutes |
Scoring
- Each subtest is reported on a scale of 100 to 300; the passing score is 220 on each subtest.
- On every subtest, multiple-choice items count for about 70% of the score and constructed-response items for about 30%.
- Your score is based on the number of questions answered correctly; there is no penalty for guessing.
- Results are available within about five weeks of testing.
- Passing scores can be used for certification for ten years from the date passed.

Why the CTEL Matters
Passing all three subtests, together with holding a valid prerequisite California teaching credential, qualifies you for the English Learner Authorization (CLAD Certificate), which authorizes ELD and specially designed academic instruction in English (SDAIE) for English learners. Other requirements, such as the second-language learning experience, are listed in the CTC's leaflet for the English Learner Authorization.
