Exam Overview
The Fundamental Payroll Certification (FPC) is awarded by PayrollOrg (formerly the American Payroll Association), the professional association for payroll practitioners. It demonstrates baseline competency in payroll: federal wage and hour law, employment taxes, paycheck calculations, reporting, systems, controls, and payroll accounting. The FPC is open to anyone, with no experience, education, or membership requirement, and it is a common first step toward the Certified Payroll Professional (CPP) credential.
Exam Pattern
The exam contains 150 multiple-choice questions, each with four options and one best answer, and you have 3 hours to complete it, an average of about 72 seconds per question. The exam is delivered in two sections with a scheduled 10- minute break between them; once the break begins, you cannot return to the questions in the first section. An on-screen calculator is built into the testing platform, and a virtual whiteboard replaces scratch paper for online testing, so practice your calculations with a basic calculator.
The exam is computer-based and delivered through Pearson VUE. Candidates in North America can test at a test center or through OnVUE online proctoring; the fee is the same either way. You must complete an application and receive authorization from PayrollOrg before you schedule.
Testing Windows and the Law Date
In North America, the FPC is offered in two testing windows each year: a spring window (early January through mid- April) and a fall window (early September through early October). Registration opens several weeks before each window. Candidates at international and military locations can test year-round.
Each exam year runs from the start of the fall window through the end of the following spring window, and every exam in that year is based on federal laws and regulations in effect on January 1 of the year the fall window opens. Figures in this guide, such as the $184,500 Social Security wage base, the $24,500 elective deferral limit, and the $7,500 dependent care assistance limit, reflect the law the current exam tests.
What the Exam Covers
The current FPC exam content outline divides the exam into seven domains, each defined by knowledge, skills, and abilities (KSAs). Core Payroll Concepts and Calculation of the Paycheck are the two largest domains and together account for more than half of the exam.

Scoring and Results
PayrollOrg sets the passing standard for the FPC and reports a pass or fail result for the exam as a whole; it does not publish a fixed percentage of questions needed to pass. Treat every question as scored and answer all 150, since an unanswered question cannot earn credit. Newly certified candidates can claim a digital badge and print a certificate about 48 hours after passing. A candidate who does not pass may retest in a later testing window with a new exam authorization.
The FPC tests federal law. When a question gives no state facts, apply the federal rule. State rules appear only as general principles, such as the rule that the law more favorable to the employee applies.
