Exam Overview
The National Counselor Examination (NCE) is developed and administered by the National Board for Certified Counselors (NBCC) through its affiliate, the Center for Credentialing & Education (CCE). It evaluates the knowledge, skills, and abilities NBCC has determined to be important for providing effective counseling services. Most state counselor licensing boards accept or require the NCE, and it is one of the two examinations accepted for the National Certified Counselor (NCC) credential.
Exam Pattern
The NCE is a computer-based test of 200 multiple-choice questions, each with four options (A–D). 160 questions are scored, and 40 are unscored field-test questions that NBCC is evaluating for future forms. Field-test questions are mixed in with scored questions and look exactly like them, so treat every question as if it counts.
You have 225 minutes (3 hours 45 minutes) to answer the questions. The full appointment runs 255 minutes: 5 minutes for the confidentiality agreement, a 10-minute tutorial, the 225-minute examination, and one 15-minute scheduled break after question 100. You may test in person at a Pearson VUE test center or online through Pearson VUE's OnVUE remote- proctored platform.
The Six Work-Behavior Domains
The 160 scored questions are distributed across six domains drawn from NBCC's analysis of counseling practice. Two domains, Counseling Skills and Interventions and Areas of Clinical Focus, account for nearly 60% of the scored questions.

The Eight CACREP Content Areas
Every NCE question is also written to one of the eight common-core content areas of counselor education defined by the Council for Accreditation of Counseling and Related Educational Programs (CACREP). The table shows where each area is reviewed in this guide.

Scoring and Passing Requirements
Only the 160 scored questions count, one point each, so the highest possible score is 160. There is no penalty for incorrect answers, so answer every question. The passing (cut) score is set through a modified Angoff standard-setting study, in which a panel of subject-matter experts judges how a minimally qualified counselor would perform on each question. Because each exam form differs slightly in difficulty, statistical equating sets the cut score for each form, so the exact number of correct answers needed to pass varies from form to form. Your result depends only on your own performance, never on how other candidates score.
An unofficial result is available when you finish the exam. Official results are reported to your state licensing board (for licensure candidates) or posted to your NBCC Credentialing Gateway account (for NCC applicants) after NBCC verifies the administration.
The current NCE has 200 four-option questions and a 225-minute time limit, a pace of just over 1 minute per question. NBCC has also published the specification for a redesigned NCE with 170 three-option questions (140 scored), the same 225-minute time limit, six new practice domains, and a passing score of 360 on a 100–500 scale. The version you take depends on your test date, so confirm the current format on nbcc.org when you register.

Why the NCE Matters

Eligibility and Registration
State licensing boards decide who may take the NCE for licensure. Most require a graduate degree in counseling (or completion of the coursework the board specifies) before approving you to test, and some states allow testing near the end of the degree program. Once your board approves you, NBCC notifies you, and you register and pay through the Credentialing Gateway and then schedule an appointment with Pearson VUE within your eligibility window. NCC applicants apply directly to NBCC. Bring the identification Pearson VUE requires: two valid IDs at a test center (one government-issued with photo and signature), or one government-issued photo ID for OnVUE.
